We’ve noticed that comment notifications don’t always arrive in the records. Generally, the first comment doesn’t receive an email, but subsequent ones do, and not all users receive it, even if they have it activated.

Thanks for the question about comment notifications.
Here’s who gets notified when you comment on a record:
anyone who previously commented on a record, or anyone you mention in the comment, will be notified by email and in-app notification.

So in your case, have your users subscribed to the comments on that record?
